The production calendar for 2017 shows the norm of working hours for months, quarters and 2017 as a whole for 40-, 36- and 24-hour working weeks, as well as the number of working days and days off for a five-day work week with two days off.

According to Article 112 of the Labor Code of the Russian Federation (hereinafter referred to as the Labor Code of the Russian Federation) (as amended by Federal Law No. 35-FZ dated 23.04.12), non-working holidays in the Russian Federation are:

  • January 1, 2, 3, 4, 5, 6 and 8 - New Year's holidays;
  • January 7 - Nativity of Christ;
  • February 23 - Defender of the Fatherland Day;
  • March 8 - International Women's Day;
  • May 1 - Spring and Labor Day;
  • May 9 - Victory Day;
  • June 12 - Day of Russia;
  • November 4 - National Unity Day.

The Labor Code of the Russian Federation established that if a day off and a non-working holiday coincide, the day off is transferred to the next working day after the holiday. Thus, weekends are postponed in 2017:

  • from Saturday 4th November to Monday 6th November.

The exception is weekends coinciding with non-working holidays in January. In accordance with Art. 112 of the Labor Code of the Russian Federation The Government of the Russian Federation has the right to postpone two days off from the number of days off that coincide with non-working January holidays to other days in the next calendar year. Decree of the Government of the Russian Federation dated 04.08.2016 No. 756 provides for the transfer of days off:

  • from Sunday 1 January on Friday 24 February;
  • from Saturday 7 January to Monday 8 May.

In accordance with the "Procedure for calculating the norm of working time for certain calendar periods of time (month, quarter, year) depending on the established duration of working time per week", approved by order of the Ministry of Health and Social Development of Russia dated 13.08.09 No. 588n, this norm is calculated according to the calculated five-day schedule working week with two days off on Saturday and Sunday, based on the duration of daily work (shift):

  • with a 40-hour work week - 8 hours;
  • with a 36-hour work week - 7.2 hours;
  • with a 24-hour work week - 4.8 hours.

The duration of a working day or shift immediately preceding a non-working holiday shall be reduced by one hour. In 2017, these pre-holiday working days are:

  • February 22;
  • March 7;
  • the 3rd of November.

The working time norm calculated in the indicated order applies to all modes of work and rest.

An example of calculating the norm of working hours in November 2017 with a five-day working week with two days off (initial data: 21 working days, on November 3, the working day was reduced by 1 hour):

  • calculation for a 40-hour work week:
    (8 hours x 21 days) - 1 hour \u003d 167 hours;

  • (7.2 hours x 21 days) - 1 hour \u003d 150.2 hours;

  • (4.8 hours x 21 days) - 1 hour \u003d 99.8 hours.

In 2017, 247 working days, including 3 working days reduced by one hour. Calculation of the working time norm for 2017 with a five-day working week with two days off:

  • with a 40-hour work week:
    (8 hours x 247 days - 3 hours) \u003d 1973 hours;
  • with a 36-hour work week:
    (7.2 hours x 247 days - 3 hours) \u003d 1775.4 hours;
  • with a 24-hour work week:
    (4.8 hours x 247 days - 3 hours) \u003d 1182.6 hours.

Where and how are working hours applied

Working time is determined by the total number of hours that need to be worked out for a certain calendar period.

This indicator is used to approve the operating mode of the enterprise. The standard was developed taking into account the adequate distribution of the workload on the employee, preventing the employer's arbitrariness in terms of unauthorized increase in the number of working hours.

The Labor Code defines the working hours as 40 hours per week for full-time employment (Article 91). Article 92 specifies the length of the shortened working day for adolescents under 16, young people between 16 and 18, disabled people, workers in hazardous industries and teachers.

The length of the working week for each category of citizens makes it possible to calculate the standard working time for any month.

To do this, take the weekly rate of working hours, divide by 5 (the number of working days in a classic 5-day week), and then multiply by the sum of the working days of a particular calendar month (the total number of days minus weekends and holidays). The result is the norm of working hours for a given month.

Important! If there were holidays in the month, then it should be noted that the preceding weekday is always 1 hour shorter than the standard working time. Thus, from the number of days obtained according to the indicated formula, one more hour must be subtracted for each day preceding the holiday.

In such a simple way, they get the number of hours that each employee must work to get 100% of the salary. Based on the ratio of actually worked days to the standard for a specific month, the amount of wages is determined.

Working hours are used to organize the working regime of workers of any profession. The production rate used in manufacturing enterprises is, in fact, also a kind of working time rate setting.

Holidays and shortened days according to the calendar

Below is a table from which you can clearly see that in 2017 several "long" weekends are formed. We also note that a shorter working day implies a 1 hour reduction in working time.

Weekend postponements in 2017

In 2017, January 1 and 7, and November 4 fall on weekends. Therefore, the transfers will be as follows:

  • Sunday 1st January - Friday 24th February
  • Saturday 7th January - Monday 8th May
  • Saturday 4th November - Monday 6th November

How and why are the days off?

There are 14 official holidays in Russia. Every year the Government adopts another resolution on their postponement. Such an event is being held in order to optimize the production calendar, to avoid a "ragged" work schedule. There are some simple rules for transferring:

  • If the holiday falls on a day off, it is postponed to the working day following this day off.
  • Working hours on the day before the holiday are reduced by 1 hour.
  • In order for employees to be able to use their rest days rationally, weekends are sometimes transferred to weekdays. For the same reasons, it is allowed to postpone 2 weekends of the holidays during the New Year holidays to any other month.

A production calendar with a six-day work week

The law provides that some enterprises can establish a 6-day working week (Art. 100 of the Labor Code of the Russian Federation). The day off with such a work schedule will be Sunday (Article 111 of the Labor Code of the Russian Federation). At the same time, the number of working hours on the eve of the weekend cannot be more than 5 hours (Article 95 of the Labor Code of the Russian Federation). The limitation of 40 working hours with a 6-day working week remains (Article 91 of the Labor Code of the Russian Federation), therefore, in practice, the following scheme for distributing the number of hours by days of the week is often used, in order from Monday to Saturday: 7 + 7 + 7 + 7 + 7 + 5 \u003d 40.

The classic workflow model provides for a 5-day work week with 2 days off and a work day that lasts 8 hours. Not all enterprises can operate according to this scheme, so there are other options for the work schedule:

  • Irregular working hours. For employees who are late at work after the end of the working day or come to work before it starts. The Labor Code of the Russian Federation strictly defines the list of positions for which this is permissible.
  • Work in shifts. Introduced in establishments that have been operating longer than the maximum permissible daily work duration.
  • Flexible schedule. Provides the ability to select the start time, end time and duration of the working day. The main thing is to work out the required rate of hours per month and year.
  • A fragmented working day. A working day with a break breaking it into parts. In the aggregate, it cannot exceed the duration of daily work permitted by the Labor Code.

Important! In work schedules other than the classic five-day schedule, the summed accounting method is used. In this case, not the weekly standard is taken into account, but the monthly or even annual. The duration of the working time for the period, on average, should be equal to the length of the working day allowed by the Labor Code.

Why do you need a production calendar

Employees of HR departments and accounting departments cannot do without a production calendar. However, this document is also used by other employees of various firms and enterprises. So, summing up, we can highlight what it is for:

  • Scheduling of work. Using the production calendar allows you to take into account the number of weekends and working days in the month for which the schedule is being drawn up.
  • Determination of the norm of working hours for each period. The specifics of calculating this indicator will be discussed below.
  • Calculation of wages, vacation and hospital benefits. On the basis of the time sheet at the end of the period, the ratio of actually worked time and planned time is determined. These values \u200b\u200bhelp to calculate the amount of monthly payments and bonuses.

The production calendar for 2017 is made taking into account the following rules.

The production calendar for 2017 was also drawn up taking into account additional transfers of the New Year holidays. The fact is that federal laws or the Government of the Russian Federation may establish a special procedure for postponing holidays when they coincide with the weekend (for example, for New Year's holidays). This follows from the provisions of parts 2 and 5 of article 112 of the Labor Code of the Russian Federation. In 2017, January 1 and 7 fell on weekends. The resulting additional weekends will be postponed as follows: from January 1 to February 24, from January 7 to May 8.

In addition to all-Russian regional legislation, additional non-working holidays (days off) may be established (part 1 of article 6 of the Labor Code of the Russian Federation, resolution of the Presidium of the Supreme Court of the Russian Federation of December 21, 2011 No. 20-PV11).

As a rule, the norm of working time for certain periods of time is calculated according to the schedule of a five-day working week with two days off (day off on Saturday and day off on Sunday) based on the following duration of daily work (shift):

  • with a 40-hour work week, eight hours;
  • if the working week is less than 40 hours, the number of hours obtained by dividing the established working week by five days.

On the eve of non-working holidays, the working time is reduced by one hour (Article 95 of the Labor Code of the Russian Federation).

Deadlines for submitting reports in the 1st quarter of 2017

SZV-M for December 2016 is the first report to be submitted by accountants in 2017. After SZV-M, you need to submit information on the average number of employees. Submit this report even if the number of employees as of January 1, 2017 is "0" people. Only individual entrepreneurs without employees are exempted from the zero report.

By January 20, send the 4-FSS on paper, by the 25th you can submit an electronic payment. In 2017, a new 4-FSS form will operate. It was approved by the order of the fund dated September 26, 2016 No. 381. It only contains data on contributions for injuries. But for the 2016 report, take the old form approved by order of the FSS dated February 26, 2015 No. 59.

In the first quarter of 2017, the companies will hand over the RSV-1 for 2016 for the last time. Deadline - February 15 for paper, February 20 for electronic payment.

Deadlines for submitting reports in the 2nd quarter of 2017

Week numbering standards and calendar days

In our country there is a standard for the arrangement of days and numbering of weeks in the calendar - GOST ISO 8601-2001. It fully complies with the European standard ISO 8601. Following these standards, each week, consisting of seven days, starts strictly on Monday and is determined by the ordinal number of the year.

The very first calendar week of the year, in accordance with European and Russian standards, is considered the first week, which contains the first Thursday of the new year. According to the Gregorian calendar, the first week of the year is the week containing January 4th. If there are less than four days in the first week of January, it is considered the last week of the last year.

In the United States of America and Canada, the first week of a new year is the week containing January 1, regardless of the number of days that occur in that week. In addition, the first day of the week in these Western countries is not Monday, as we are used to, but Sunday.
