INTRODUCTION
About the portal
The public procurement web portal is a state information system that provides a single point of access to electronic public procurement services.
The public procurement web portal provides the following functionality:
Registration of participants in the public procurement process;
Public procurement planning;
Collection of information on the conducted public procurement;
Conducting electronic government procurement, including the exchange of electronic documents between a customer and a potential supplier;
Providing information on planned, ongoing and implemented public procurement through the public procurement web portal;
Formation of statistics and reporting on public procurement;
Publication of clarifications and regulatory and reference information in the field of public procurement;
Submission and publication of information included in the public procurement registers.

OBTAINING AN AUTHENTICATION AND ELECTRONIC DIGITAL SIGNATURE
DEFINITIONS used in the System
- SCC - National Certification Center of the Republic of Kazakhstan, provides means of reliable authentication and electronic digital signature for legal entities and individuals of the Republic of Kazakhstan
- Electronic digital signature (EDS) - a set of electronic digital symbols created by means of an electronic digital signature and confirming the authenticity of the electronic document, its ownership and the invariability of its content.
- Private key of electronic digital signature - a sequence of electronic digital characters known to the owner of the registration certificate and intended to create an electronic digital signature using electronic digital signature means.
- Public key of electronic digital signature - a sequence of electronic digital characters available to any person and intended to confirm the authenticity of an electronic digital signature in an electronic document.
- Registration certificate - a paper document or an electronic document issued by a certification center to confirm the compliance of an electronic digital signature with the requirements established by this Law. The context uses a synonym for "public key certificate".
- Marketing Authorization Holder - an individual or legal entity in whose name the registration certificate was issued, who legally owns the private key corresponding to the public key specified in the registration certificate.
- IIN - the individual identification number, consisting of 12 digits, is indicated on the identity card. (See the Law of the Republic of Kazakhstan No. 223 dated January 12, 2007 "On national registers of identification numbers")

- User of the electronic public procurement system- an account of a representative of a participant in the electronic public procurement system, which is automatically created when an individual is registered on the e-procurement web portal.
The submission of information on public procurement by customers and organizers will be carried out in electronic form through a web portal without using paper procedures. This will require the use of authentication tools and electronic digital signatures.
The issuance of authentication means and electronic digital signatures is carried out at the Registration Centers of the National Certification Center located at the Service Centers in the cities of Astana, Almaty, and in all regional centers of the Republic of Kazakhstan.
To obtain an EDS you must:
The identification data of the legal entity and individual entrepreneurs must be verified on the basis of the following identification documents:
- a notarized copy of the certificate of registration of a legal entity containing a business - identification number (BIN), in the case of individual entrepreneurs, the original and a copy of the certificate of registration of an individual entrepreneur;
- identity documents of the authorized person (passport of the Republic of Kazakhstan, identity cards) and a copy with an individual identification number (IIN);
- a power of attorney to carry out legal actions on behalf of a legal entity issued to an authorized person (Appendix 4). For individual entrepreneurs is not required, as they must appear in person;
- certificates from the place of work to the applicant - the owner of the registration certificate.
Based on the BIN provided, the CA registrar (security officer) checks the authenticity of this information against the State database of legal entities of the Republic of Kazakhstan.

ENTERING INFORMATION ABOUT THE ORGANIZATION

Case 1. Registration of a participant using a user certificate, which contains the BIN of the organization
When registering a participant, a request is automatically sent to INIS by BIN for BIN belonging to an organization registered in INIS.
ATTENTION! A request to INIS can take up to 4 minutes. If, after the expiration of the processing time of the request in INIS, the participant's registration data is not displayed, you must refresh the page or add the organization again.
ATTENTION! The name of the participant after registration on the web portal of public procurement will be indicated in the state and Russian languages \u200b\u200baccording to INIS data.
2nd case. Registration of a participant using a user certificate, which does not indicate the BIN of the organization
When registering a participant, a request is automatically sent to INIS by IIN for IIN belonging to an individual registered in INIS. The system also checks the registration of individual entrepreneurs and bank accounts in INIS.
ATTENTION! Registration of a participant whose BIN is not specified in the certificate is allowed only for the role "Supplier", an individual.
When adding an organization after requesting and receiving data from INIS, the fields "Name of the participant in Kazakh" and "Name of the participant in Russian" on the participant registration form must be filled in with the received data as follows:
- If there is information about the registration of a taxpayer as an individual entrepreneur in INIS - the data obtained from INIS on two fields “Name of the IP in Kazakh”, “Name of the IP in Russian”, depending on the language, are recorded in the corresponding fields in the AIIS EGZ;
- If INIS does not contain data on one of the fields "Name of the individual entrepreneur in Kazakh" or "Name of the individual entrepreneur in Russian" - then the field "Name of the participant in Kazakh" or "Name of the participant in Russian" for which no data is required to be filled in with the available data the second field in INIS regardless of the language;
- If INIS does not contain data on both fields "IP name in Kazakh" and "IP name in Russian" - a connection is made to the data line from the "Surname", "First name", "Patronymic" fields, the IP prefix is \u200b\u200badded to the resulting line for Russian language or LCD for the Kazakh language. The resulting string is written as the name of the participant of the AIIS EGZ;
If the participant is not an individual entrepreneur, the participant's name is formed by combining data from the fields "Surname", "First name", "Patronymic" into one line.
ATTENTION! If a participant who is registered with us in the system does not satisfy any registration data that was filled in on the basis of data from INIS, then the participant should contact the Tax Committee at the place of registration. After updating the participant's registration data in the Tax Committee, the system user with the "Manager" role in the "Quotes" module, when entering the participant's profile, can update this data using the "Update data from INIS" button.

To edit data about the organization, the user should go to the menu "Member Profile" section "My office":

According to the approved Resolution of the Government of the Russian Federation of December 30, 2018 N1752, from 2019, procurement participants must register in a unified information system along with the customer, otherwise they will not be able to submit applications.

Why do participants (suppliers) need to register on the site of the unified information system?
From the moment of adoption until 2018, only customers had to register on the official website of public procurement zakupki.gov.ru. But in December 2017, FZ-504 "On Amendments to FZ-44" was adopted. According to this law, from January 2019, procurement participants (contractors) will also need to register.
Until July 2018, in electronic form, only took place, today customers can conduct electronic, requests, etc. Since 2019, all purchases have been transferred to electronic form, which is designed to ensure greater transparency.
Electronic purchases are carried out at approved sites, their list is determined by the Government of the Russian Federation.
Since since January 2019, everyone has switched to electronic format, the Unified Register of Procurement Participants has appeared in the EIS, which contains information about the supplier. The Federal Treasury will be responsible for its formation and maintenance.
As a result, registration in the EIS is a mandatory procedure for everyone, without it there is no opportunity to take part in the auction.
The supplier will initially be registered in the EIS, and the participant's accreditation on the electronic site is carried out automatically through information exchange.
Thanks to registration in the EIS, the supplier will be automatically accredited at all sites. At the same time, the validity period of his accreditation will remain the same - 3 years. No earlier than six months before the end of the accreditation, you will need to register for a new period.
When there are 4 months left before the end of registration, you will have to receive a notification with the requirement to renew it for a new period. If the participant does not register again, then three months before the expiration of its validity period, he will be deprived of the opportunity to participate in the auction.
How to register in the EIS under 44-FZ
According to Art. 24.2 44-FZ (entered into force on January 1, 2019), registration of participants in the EIS and their accreditation will be carried out electronically on the basis of information and submitted documents within the time frame determined by the Government of the Russian Federation.
Information about procurement participants who are registered in the EIS is transferred to a single one. The Unified Register of Participants is a list of registered entrepreneurs, individuals and legal entities who can take part in public procurement. Such a register will be maintained from January 2019 by the Treasury, and the list will be posted on the website of the Unified Information System. It is supposed to be placed in the public domain, and anyone who wishes can get acquainted with it free of charge.
The procedure for registering suppliers in the EIS after the beginning of 2019, in general, will imply the following steps:
- The supplier goes through the registration procedure in the EIS electronic.
- EIS transfers information to electronic trading platforms.
- Marketplace operators will have to accredit the participant no later than the next business day.
- Registration will last for three years.
Charging a fee for registration in the EIS and accreditation on the electronic site is not allowed. But from July 2018, according to the Government Decree of 2018 No. 564, electronic platforms will be able to charge a fee for participating in the electronic procedure. The maximum amount of payment is set at 1% of (but not more than 5 thousand rubles). When concluding a contract for the NSR, the maximum payment limit cannot exceed 1% of the NMCK (no more than 2 thousand rubles).
Participants who have previously been accredited on electronic platforms can also register in the unified information system from January to December 2019. The possibility of such registration will be provided until the end of 2019.
Also in FZ-44, according to the new clause 13 of Art. 4, the concept of "independent registrar" will appear. It is created for the purposes of and registration of actions and inaction of participants in a single information system. Its tasks include:
- Monitoring the availability of the unified information system of the site and storage of such information.
- Fixation (including video recording in real time) of inaction or actions of participants in the field of procurement.
- Storing such information about the actions or inaction of the participants of the contract system, including information about electronic ones, which are formed by the participants of the contract system and signed by them using EDS.
List of required documents
The list of required documents for registration in the EIS is similar to that required for accreditation on the electronic trading platform. In particular, the supplier will need:
- Legal entity charter or IP passport.
- Extract from the Unified State Register of Legal Entities / Extract from the Unified State Register of Legal Entities for, which has a limited validity period (no more than six months before applying for registration).
- Documents confirming the authority of the head (for example, an extract from the charter or an order for its appointment).
- Documents that confirm the status of the owner (if the signature is not issued to the head).
- Documents confirming the right to register in the EIS (power of attorney from the head of a legal entity or entrepreneur).
- Decision to approve major transactions indicating the maximum transaction amount.
Registration procedure: step by step instructions
Registration in the Unified Information System must be carried out by all organizations that plan to participate in the system of state and municipal procurement. The general procedure for registration in the EIS is as follows:
- registration of an electronic digital signature of a qualified (enhanced) type (allows you not only to work in the EIS by posting procurement plans and schedules, but also to work on signing the posted protocols of the conducted electronic trade procedures, as well as electronic forms of contracts). It is necessary in order to carry out all legal actions in the ENI. Simultaneously with the registration of the EDS, information is entered into the Consolidated Register of Participants in Public Procurement. The presence of a participant in public procurement procedures in such a register allows the implementation of measures to conduct various trade procedures. - registration of an authorized representative company on the site "Gosuslugi".
- direct registration in the EIS within the personal account. It is carried out in several stages and is carried out directly on the website zakupki.gov.ru.
The registration itself looks like this:
- in the upper right corner of the UIS information portal, you should select the option to enter your personal account (in the proposed menu, you must refer to the tab of your personal account under 44-FZ);
- personal account is issued to the head of the organization (since the primary work is carried out only with his qualified EDS). The exceptions are cases when the authority to sign a particular contract is vested in a special employee of the organization, to whom they are provided on the basis of a specially drawn up power of attorney;
- when you first enter your personal account, the site functionality will offer to fill in the necessary information about the organization (filling in all sections should only take place on the basis of the official data contained in the Unified State Register of Legal Entities and the statutory documents of the organization);
- registration of the head of the organization or a specially authorized person takes place as an administrator of the organization in the EIS only after filling in all the necessary information about the organization;
- the final stage is the verification of the issued EDS certificate, which will require her to sign a special registration form.
The final login data (login and password) will be sent to the administrator to the email address specified during registration.
Error at the time of IP registration
The nuances of registering suppliers in the EIS
You can cite the following nuances of registering suppliers in the EIS:
- Registration takes place in electronic format free of charge.
- Information about the participant and the documents submitted by him will be entered into a single register.
- Registration is made for three years, this procedure is repeated no more than six months before the end of registration.
- If there are up to three months left until the end of registration, then the participant is not entitled to about participation in new purchases.
- When registering, it is unacceptable to request information and documentationnot provided by the Government of the Russian Federation.
- Registration of offshore companies in the EIS is not allowed.
- The list of documents for registration is spelled out in the Government Decree and additional information is not allowed to request.
- Procurement participants who have passed registration in the EIS will be able to participate in allheld at electronic platforms.
- Procurement participants who have passed accreditation, but not registered in the EIS, will be able to submit applications by the end of 2019. New procurement participants and those who have three months left on the site until the end of the accreditation will not be able to submit applications.
EDS and requirements for it
To register in the EIS, the participant will need a qualified electronic signature. Today, an unqualified signature is not used for bidding.
The signature must be obtained at a certification center accredited by the Ministry of Telecom and Mass Communications. An enhanced digital signature is created using special encryption programs that ensure the safety and invariability of information.
With the help of an enhanced signature, the authority of the signatory is confirmed. It is used not only during registration, but also in the process of working with purchases. EDS allows you to sign documents placed in the EIS.
The EDS certificate contains data such as the owner's full name, name and details of the organization, the number of the EDS certificate, the details of the certification center and a unique key that allows you to verify the authenticity of the signature (on the State Services website).
Transition period
The new procedure for admitting participants to the EIS assumes a transitional period, during which the following stages are planned to be passed:
- From July 2018 to January 2019 the accreditation of procurement participants on electronic platforms to participate in the auction remains the same (according to part 49 of article 112 44-FZ).
- From January 2019 participants on electronic platforms are accredited only after their registration in the EIS.
- Accreditation of participants on the ETP must be done after their registration in the EIS in accordance with Art. 24.2 44-FZ (part 48 of article 112 44-FZ).
- January to December 2019 accredited participants on electronic platforms to participate in electronic procedures must register in the EIS (according to part 47 of article 112 44-FZ).
- Until December 31, 2019 submission of applications for participation in the auction is carried out by persons accredited earlier on January 1, 2019 on the electronic platform. They will not need registration in the EIS within these time frames under Part 50 of Art. 112 FZ-44. Except for persons who have three months left on the site until the end of the accreditation.
- From January 1, 2020 registration in the EIS will become mandatory for everyone.
Thus, in 2018, public procurement participants did not have to register in the EIS. Such a requirement for them has acquired legal force since January 2019, from that moment the old procedure for accreditation in the contract procurement system ceases to be effective. Up to this point, participants had to pass accreditation at each of the 6 electronic trading platforms. From 2019, they will be automatically accredited based on the results of registration in the EIS. Registration will be carried out electronically according to a similar algorithm with accreditation on the ETP. To register, a person must issue an enhanced qualified electronic signature.
User registration in the UIS is carried out in strict accordance with a certain procedure approved by Order of the Treasury of Russia No. 27n dated 12/30/2015. The order itself consists of the main provisions, which approve the regulations for registration procedures and responsible persons, and directly the registration procedure in the Unified Information System in the field of procurement. The document fixes the registration procedure for the following categories of users:
- information Systems;
- organizations, information about which is included in the Consolidated Register;
- authorized persons of these institutions;
- legal entities and their representatives.
Order 27n also presents judicial practice aimed at resolving controversial issues related to the process of authorizing users in the EIS.
If the customer was registered in the EIS before the entry into force of Order No. 27n, then he will have to re-register.
Step-by-step instructions for registering customers in the EIS
Step 3. To start the process of registering a customer under 44-FZ, you need, and from there - to the section "Personal Account".
The system will automatically redirect a new customer to the registration section of an organization or user in the UIS through the Consolidated List of Customers.
If the customer has already passed re-registration through the system of public services - ESIA, then the EIS will show such a notification.
Step 4. In order for the initial registration of the customer to be successful, information about such an organization must be entered in the Consolidated Register indicating the institution's roles in the Federal Contract System. As soon as the specialist starts the registration, the data from the Consolidated Register is automatically sent to the UIS, after which the ICO is formed - the identification code of the organization.
A letter confirming the registration of the institution in the system is sent to the customer's e-mail indicated in the information card of the Consolidated Register.
In the case of initial registration under 44-FZ for customer organizations from the Consolidated Register, the Unified Information System automatically registers a manager with the appropriate powers. The registered manager's card will be like this:
Step 5. After successful registration, you must log in to the customer's personal account according to 44-FZ.
After switching to LC under 44-FZ, the system will send a notification.
Step 6. The specialist must perform the “Enter” action in Section III of Order 27n, after which he will be redirected to the PC of the registered manager. The screen will display a message about the primary authorization.
This completes the registration procedure for the customer.
How can a customer register a user under 44-FZ
Authorized persons who must be registered in the EIS to work with the Federal Contract System must also receive and install electronic signature certificates on the PC.
User registration under 44-FZ is available only to an authorized person with the "Organization Administrator" functionality.
Step 1. A specialist with such powers in his personal account on the page “Registered users of the organization” must select the action “Register user”.
Step 3. Then the registration form is filled in. All required fields marked with a red asterisk must be completed.
Step 4. After entering the data, the specialist clicks "Register user". The system checks for the completeness and correctness of the entered data and, if there are no errors, sends a message about signing the registration form.
Step 5. After the administrator chooses "Continue", the new user will be registered.
How to register for a customer under 223-FZ
Step 1. The first actions of a specialist of the customer organization included in the Consolidated Register are similar to working with the registration form under 44-FZ - you need to go to the main page of the EIS, and then to your personal account under 223-FZ.
Step 2. The user then selects Section III of Order 27n and performs the "Login" action.
Step 4. The specialist clicks "Continue" and is redirected to the identification and primary authorization section. The procedure for further actions is identical with the registration procedure under 44-FZ.
How to register a user under 223-FZ
Now we register a user who will work under 223-FZ.
Step 1. Registration is automatically performed for new customers under 223-FZ. If during the initial authorization the user of the institution is not found, the registration form opens.
Step 2. It is necessary to check if all information is filled in correctly. If the registration request is generated without errors, then the "Register" action is selected.
User rights and data update for the ESIA registers are set automatically.
Step 3. After completing the procedure, the user receives a message about successful registration under 223-FZ.
How does the register of legal entities work under 223-FZ
From 01.03.2019, the standards of the Decree of the Government of the Russian Federation No. 1711 of 28.12.2018 "On the procedure for maintaining the register of legal entities" began to operate. The document regulates the rules for maintaining the register of legal entities registered in the EIS under 223-FZ (part 2 of article 1 223-FZ).
The register itself is a collection of data on registered legal entities with the following information about customers:
- full or short name;
- organizational and legal form;
- the address;
- INN, KPP, PSRN;
- other information specified during registration.
To find the required customer in the list, enter its name or registration codes - INN, KPP, OGRN in the search line.
The list is maintained electronically in the UIS by specialists from the Treasury of Russia. Upon termination of the access of the customer organization under 223-FZ, information about it is excluded from the register within three working days.

Why will participants need to register on the site of the unified information system?
Until July 1, 2018, under 44-FZ, only one single procedure was carried out in electronic form - an electronic auction. Electronic auctions were held at 6 specially selected electronic trading platforms (abbreviated as ETP). And in order to be able to take part in these auctions, the participant had to be accredited on electronic platforms. And since Customers are not limited in any way in the choice of sites for conducting electronic auctions, suppliers had to pass accreditation at all 6 sites in order not to miss the opportunity to take part in the purchase they needed.
Since July 1, 2018, Customers have acquired the right to conduct electronically not only auctions, but also tenders, requests for proposals, and requests for quotations. All these purchases are also carried out on the previously approved ETP, plus 3 more new ETPs have been added to these sites.
But starting from January 1, 2019, Customers are required to conduct all purchases exclusively in electronic form. In this regard, a Unified Register of Procurement Participants has appeared on the UIS website, which will include information about each supplier. The maintenance of this register is assigned to the Federal Treasury. Until 2019, such registers of accredited procurement participants were maintained by ETP operators separately at each site.
Since January 1, 2019, registration of procurement participants in a unified information system has become a prerequisite for being able to take part in all electronic procurement conducted under 44-FZ.
Thus, the supplier must first register in the EIS, and then the operators of the electronic platforms, no later than the working day following the day of the supplier's registration in the unified information system, accredit such a participant on the electronic platform. This accreditation is carried out through information interaction of the electronic platform with the EIS.
After registering on the website zakupki.gov.ru, you will automatically be accredited at all electronic platforms. For suppliers, this is a definite plus, since there is no need to waste time on accreditation at each of the sites. At the same time, the accreditation period remained the same - 3 years. And not earlier than 6 months before the end of registration of a participant in the EIS, he has the right to register for a new period.
It is worth noting that when 4 months remain before the end of the supplier's registration in the EIS, he will receive a corresponding notification from the site about the need to renew the registration for a new period. If the participant does not bother in advance about extending the registration period, then 3 months before the end of the registration period, he will no longer be able to apply for participation in electronic procedures. Therefore, it is very important to re-register on the EIS website on time.
Procedure and terms of registration of the procurement participant on the EIS website + list of required documents
According to Part 1 of Art. 24.2 44-FZ registration of procurement participants in the unified information system is carried out in electronic form on the basis of information and documents in the manner and terms that are determined by the Decree of the Government of the Russian Federation of December 30, 2018 No. 1752 “On the procedure for registering procurement participants in the unified information system in the field of procurement goods, works, services to meet state and municipal needs and maintain a unified register of procurement participants and amendments to the Resolution of the Government of the Russian Federation of June 8, 2018 N 656 ".
The nuances of registering suppliers in the EIS
Below we have provided a list of important nuances regarding the registration of procurement participants on the website zakupki.gov.ru:
- Registration is carried out electronically;
- There is no registration fee;
- Information about the participant and his documents are entered into the unified register of procurement participants (abbreviated as URUZ);
- Registration is carried out for a period of 3 years, this procedure can be repeated no earlier than 6 months before the end of registration;
- If less than 3 months remain until the end of registration on the EIS website, the participant cannot apply for participation in electronic procedures;
- When registering, it is not allowed to demand from the participant information and documents that are not provided for by the Government of the Russian Federation;
- Registration of offshore companies is not allowed in the EIS;
- When accredited to the ETP, the site operator is not entitled to require additional information and documents from the participant;
- A procurement participant registered on the EIS website has the right to participate in all purchases carried out on electronic platforms within the framework of 44-FZ;
- Procurement participants accredited at sites, but not registered in the EIS, will be able to submit applications only until December 31, 2019.
- To register in the EIS, a qualified electronic signature is required.
Transition period

From July 1, 2018 to January 1, 2019, the procedure for accrediting procurement participants on electronic platforms for participation in electronic procedures remains the same (part 49 of article 112 44-FZ).
From January 1, 2019, the accreditation of procurement participants on electronic platforms is carried out after the registration of such participants in the EIS in accordance with Art. 24.2 44-FZ (part 48 of article 112 44-FZ).
From January 1, 2019 to December 31, 2019 inclusive, procurement participants previously accredited on electronic platforms to participate in electronic procedures are required to register in the EIS (part 47, article 112 44-FZ).
Through December 31, 2019 inclusive, applications for participation in electronic procedures and participation in such procedures are carried out, among other things, by persons who are accredited before January 1, 2019 on the electronic platform, information and documents of which are included in the register of electronic auction participants who have received accreditation on the electronic site. At the same time, they will not need registration in the EIS (part 50 of article 112 44-FZ).
The old procedure for the accreditation of participants on electronic platforms ceased to operate on January 1, 2019.
