Step 3. Processing the request by the operator
The connection request is processed no longer than three business days. After that, an invoice for payment for the software package is sent to the user's address.
If the request is denied, investigate the reasons (they are indicated in the response), correct them, and resubmit the request.
Step 4. Transfer of the ViPNet software package and key sets
The site operator creates a ViPNet software package and key sets for working in a secure network.
Step 5. Installing ViPNet Client software
- Run the installation file Client_RUS_xxxx.exe.
- Read the terms of the license agreement and click the "Continue" button.
- In the Installation Method window, click the Configure button.
- In the "Components selection" tab, disable the installation of the "ViPNet Business Mail" module.
- In the "User Information" tab, fill in the "User" and "Organization" fields. Click the Install Now button.
- In the window with a message about successful installation, click "Close" and restart your computer by clicking "Yes".

Step 6. Installing key distributions
- In the window that opens, select "Install Keys".
- In the Install Network Keys window, click the Browse button, specify the path to the keys distribution file (* .dst) and click Install Keys.
- Close the window with the message "Keys installed successfully".
Step 7. Provide access to a secure network
To connect via a secure communication channel to the information resources of the electronic platform of the state defense order, the user must send copies of the following documents to the operator of the electronic platform:
- documents confirming payment and receipt of the software package;
- internal regulations on the use of cryptographic information protection tools in the organization;
- cIPF accounting log;
- cIPF installation certificate.

Step 8. Connect to a secure network
- Run the ViPNet Monitor program.
- In the Name field, select a user for the secured network.
- In the Password field, enter your password (the password is located on the Key Sets CD) and click OK.
- The connection to the secured network will be established.
- Go to the site for the state defense order.
Step 9. Go to trading
All trades are located in a closed part of the site, which becomes available after registration.

In 2019, the Government issued Decree No. 223 of February 28, 2019. It approved the rules for conducting closed procedures at the AST GOZ site. How to register
The first step is registration in a unified information system. It takes place electronically. The order is contained in the decree of the Government of the Russian Federation of December 30, 2018 No. 1752. The legal entity will need the following information and documents:
- name;
- code of the reason for registration with the Federal Tax Service;
- legal entity registration number;
- the address;
- activity code;
- belonging to the SMP or SONKO;
- Full name of the head and his passport data;
- website address;
- contacts;
- copies of constituent documents;
- decision on consent to large transactions;
- extract from the Unified State Register of Legal Entities.
For IP you will need:
- residence address;
- e-mail address;
- contacts;

- extract from EGRIP.
You need to register through the "Personal account of the procurement participant", to enter it, you will need an EDS. Procurement participants are entered into the register. The Federal Treasury is responsible for this. Registration is given for 3 years.
It is impossible to work for AST GOZ without accreditation. Please note: if a participant will participate in purchases with a state secret, he must have a license. Until the end of 2019, you can independently accredit on the ETP by submitting documents. From 2020, the site operator issues accreditation only on the basis of an application, provided that the participant is in the unified register of procurement participants.
There is also a register of participants in closed electronic procedures. All accredited to AST GOZ go there.
Eight questions about the work of the electronic platform for the supplier
Since 2019, the rules for the work of suppliers on electronic platforms have changed. All methods of procurement under Law No. 44-FZ have become electronic, therefore the functionality of the sites and the actions of participants in the procurement at the sites have changed. There are now eight selected sites for public procurement and the rules for working on them are the same, despite some differences in regulations. Connection cost
Registration on the AST GOZ trading platform is free for both customers and suppliers. However, access to purchases is impossible without purchasing ViPNet software; you will have to pay about 10 thousand rubles for it.

To carry out a purchase with a state secret, enter the information in the plan and schedule and get the FAS approval. Choose a supplier in a private way. How to work
Customers send invitations to participants for a closed procedure. How does this happen? The customer requests the ETP operator for information from the register that meet the criteria. The request must specify the requirements for participants, including the availability of the necessary permissions. AST GOZ responds to the request within an hour and provides data. Further, the customer forms a list of potential participants in the procedure, transfers them to the site operator, who, in turn, sends them invitations.
If special permits and admissions are not required to participate in the procurement, the list of potential participants is not compiled. The customer simply sends invitations to the operator AST GOZ and asks to send out closed electronic procedures to accredited participants.
If necessary, a notice is posted in the EIS. This must be done 1 working day before the date of sending the invitation to the operator of a specialized electronic platform.
Do not send invitations to members who:
- no accreditation;
- there is no entry in the register of participants in closed procedures;
- 3 months or less left until the end of accreditation;
- there is no license with the required degree of secrecy.
Documentation of the procedure is attached to the invitations. If a notice is posted, any participant who has become familiar with it has the right to request documentation from the AST GOZ operator. The request is processed within an hour. Only those participants who have received the documentation can apply for the procedure. The application is submitted to the operator of the ETP, it is processed within an hour and a notification is sent to the participant. An application may not be accepted if:
- safety requirements are violated;
- 2 or more applications are submitted by one participant;
- the deadline for filing applications has been violated;
- less than 3 months are left until the end of the participant's accreditation;
- the participant is in the register of unscrupulous suppliers.

How to connect to the AST GOZ trading platform
The process of connecting to a closed site is a complex and long process, get ready for a long registration procedure.
AST GOZ is a closed electronic auction (), to participate in it you must submit an application, or rather several applications.
Bidding on the site for the state defense order is available for legal entities (2 sites for auctions) and individual entrepreneurs (1 site for auctions). A prerequisite for work is the presence of an electronic signature (EDS), you may need to have two EDS. Changing the EDS - the old one we used at regular auctions, the other you will purchase separately for this site.
The cost of registration for ASTGOZ is not taken, but the presence of the CryptoPro and VipNet crypto programs is required, if from the first one you have no questions about the acquisition (if you played at the auction, then CryptoPro is already a network), but VIP will not have to buy about 10,000 rubles.
